The Local Government shall consist of the Executive and Legislative arms. The Executive arm shall be made up of:
- A Chairman
- A Vice Chairman
- Three Supervisors
- Secretary to the Local Government
- Officers in the Service of the Local Government
[/vc_column_text][/vc_tta_section][vc_tta_section title=”THE LEGISLATIVE ARM IS MADE UP OF ” tab_id=”1533645938833-4ab1806d-9e44″][vc_column_text]1.Elected Councillors, comprising of:
- The Leader
- The Deputy Leader;
- The Councillors; and
- Council Clerk
2. On the Administrative side, the Council Manager shall serve as a link between the Executive arm and the Local Government officials.
3. The Local Government is charged with the responsibility for formulation and proper execution of the policies of the Local Government and approval of all expenditure within the frame work and provisions of the Constitution of the Federal Republic 0f Nigeria, relevant provisions of the existing Local Government Law as amended from time to time and Administrative as well as Financial Guidelines.[/vc_column_text][/vc_tta_section][vc_tta_section title=”THE CHAIRMAN OF THE LOCAL GOVERNEMENT” tab_id=”1533646156119-c1c2f785-e774″][vc_column_text]1. The chairman of each Local Government shall be the Lord mayor of the Local Government provided is role shall exclude signing of payment vouchers and cheques to Banks. For the avoidance of doubt, Treasure and any other senior, officer not below Grade Level 10 to the Local Government shall sign cheques. However, the Chairman shall countersign confirmation letters and ensure that internal control measures are put in place to guard against unauthorized payments. The Chairman, as the Chief Executive shall perform his duties subject to the following:-
- He shall observe and comply fully with checks and balances spelt out in the existing guidelines and Financial Regulations governing receipts and disbursement of public funds and other assets entrusted to his care and shall be liable for any breach thereof;
- His accountability shall not cease by virtue of his leaving office and he may be called at any time, after leaving office, to account for his tenure as Chairman; and
- He shall face periodic checks in order to ensure full adherence to the financial Memoranda and all its amendments.
To this end:
- All instructions relating to the expenditure of public funds by the Chairman shall be in writing. In addition, it shall be a criminal offence to issue or withdraw public funds without any documentation or payment vouchers.
- He shall be responsible to account to the public Accounts Committee of the House of Assembly for monies voted for each Department and shall be liable;
- He shall annual report of his Local Government in order to ensure accountability and enforce the performance ethics; and
- He shall be bound by the provisions of any other rules, regulations, guidelines and Laws governing the roles and functions of a Chief Executive; and
- A Chairman shall not hold any provisions of any other executive office or paid employment in any capacity whatsoever during his tenure of office.
- Policy formulation and implementation
4.2 All correspondences to and from the Local Government shall be in the name of the Chairman of the Local Government provided that the Chairman shall delegate the processing of such correspondence to the Council Manager. No correspondence shall be left unprocessed merely on account of the absence of the Chairman whose attention must be drawn to any correspondence received in his absence, as soon as he returns to the office.
4.2.1 Channel of Communication The Channel of Communication between the Local Government and the Governments agencies shall be through the Ministry of Local Government and Chieftaincy Affairs.[/vc_column_text][/vc_tta_section][vc_tta_section title=”DELEGATION OF POWER” tab_id=”1533646519552-1d352aef-9b37″][vc_column_text]4.4.1 The Chairman shall delegate part of his administrative functions and authority to the Vice-Chairman, Supervisors and the Secretary to the Local Government who shall be fully involved in the key decision making process. There shall be further delegation of powers and functions down the line in each Local Government Department.
4.4.2 At the expiration of his term of office, or whenever he is leaving office for any reason whatsoever, the Chairman shall prepare a comprehensive Hand-Over Note and Development Plan for his successor.
4.4.3 The Executive Cabinet Committee shall perform its functions without any hindrance and may also be referred to as the Finance and General Purpose Committee. The Secretary to the Local Government shall serve as the Secretary.[/vc_column_text][/vc_tta_section][vc_tta_section title=”CONDUCT OF THE BUSINESS OF THE EXECUTIVE CABINET COMMITTEE OF THE LOCAL GOVERNMENT” tab_id=”1533646567076-fe39b0c1-616e”][vc_column_text]4.6.1 The Executive Cabinet Committee of the local Government shall met at least once weekly under the Chairmanship of the Local Government Chairman.
4.6.2 The Chairman of the Local Government or a Supervisor in the Local Government may present a Memorandum to the Executive Cabinet Committee of the Local Government on any subject within his area of responsibility. Such a Memorandum shall be prepare by the relevant Head of Department and vetted /endorsed by the Chairman or appropriate Supervisor.
4.6.3 A Head of Department must be in attendance, when the Executive Cabinet Committee is considering issues relating to his Department, to make clarifications on any issues, purely in an advisory capacity.[/vc_column_text][/vc_tta_section][vc_tta_section title=”THE VICE-CHAIRMAN” tab_id=”1533646587116-e476ce17-ede1″][vc_column_text]4.7.1 The Vice-Chairman, who shall be elected with the Chairman of the Local Government, shall be assigned responsibility for the administration of a Department of the Local Government.
4.7.2 He shall act for the Chairman in his absence.
4.7.3 The Vice-Chairman may be called upon at any time, even after leaving Office, to account for this tenure as Vice-Chairman.[/vc_column_text][/vc_tta_section][vc_tta_section title=”THE SECRETARY TO THE LOCAL GOVERNMENT” tab_id=”1533646639134-c42fc941-6bb9″][vc_column_text]4.8.1 The Secretary to the Local Government shall be appointed by the Chairman and shall hold office at the pleasure of the Chairman. He shall:
(i) Serve as the Secretary to the meeting of the Executive Cabinet Committee of the Local Government and keep the records thereof;
(ii) Liaise with the Secretary to the State Government and other State functionaries on State Local Government matters.
(iii) Liaise on behalf of the Chairman, with the Local Government Council through Leader of the House.
(iv) Perform such other duties including policy issues, as may be assigned to him, from time to time, by the Chairman of the Local Government.[/vc_column_text][/vc_tta_section][vc_tta_section title=”SUPERVISOR ” tab_id=”1533646640560-f25b1a3d-4537″][vc_column_text]4.9.1 The Supervisors shall be appointed by the Chairman of the Local Government with the conformation of Legislative Council.
4.9.2 Each Supervisor shall hold his appointment at the pleasure of the Local Government Chairman who appointed him or her and the Supervisor’s tenure shall automatically end with the tenure of the Chairman who made the appointment.
4.9.3 The Supervisors shall be closely and intimately involved in the management of their respective Department by performing the following functions:
(i) Serving as political heads of their respective Department
(ii) Serving as members of the Executive Committee of the Local Government which in effect is the Cabinet of the Local Government.
(iii) Co-ordination of the activities of their execution of Local Government projects within their respective Departments, and Carrying out such other functions as the Chairman may assign from time to time.[/vc_column_text][/vc_tta_section][vc_tta_section title=”DEPARTMENTS” tab_id=”1533646641710-12f2f332-3ec4″][vc_column_text]4.10.1 The Chairman of Local Governments are to directly supervise the General Services Department i.e Personnel, Finance, Planning, Budget and Statistics Departments including units of Legal, Information, Audit and Waste/Sanitation unit.
4.10.2 The number of Supervisors including Vice-Chairman who shall be assigned to one Department shall not be more than (4) subjects to financial viability and these shall include the following Department.
(a) Education and Library Services
(b) Agriculture, Natural Resources Rural and Social Development (Community Development)
(c) Medical, Health and Environmental Services; and
(d) Works and Housing
4.10.3 The Local Government Chairman shall appoint Supervisors and Secretaries in such a way as to reflect the geographical spread and socio-communal diversities of each Local Government Area in accordance with the letters and spirits of section 14(4) of the 1999 constitution.
4.10.4 The Chairman shall hold regular meetings with the Vice-Chairman, Secretary to the Local Government and the Supervisors for the purpose of:
(a) Determining the general direction of the policy of the Local Government.
(b) Co-ordinating the activities of the Local Government; and
(c) General discharge of the executive functions of the Local Government.
4.10.5 Only authorized vote controllers (HODs) are eligible to control their respective votes and heads henceforth. Each payment voucher must have attached to it, the written authorization of the competent officer or organ as stipulated in these guidelines.[/vc_column_text][/vc_tta_section][vc_tta_section title=”FUNCTIONS OF THE EXECUTIVE COMMITTEE” tab_id=”1533706593031-9ab55f8d-8ecf”][vc_column_text]5.2.1 Every Local Government shall establish an Executive Committee which shall serve as the Cabinet of the Local Government. The Committee shall consist of:
(a) The Chairman of the Local Government as Chairman
(b) The Vice-Chairman of the Local Government as Vice-Chairman
(c) All Supervisors
(d) The Secretary to the Local Government as Secretary to the Committee
(e) The Council Manager of the Local Government
(f) The Head of Finance and Supplies
(g) The Head of the Legal Unit
5.2.2 Subject to the Policy laid down by the Local Government, the Executive Cabinet Committee shall be responsible for:
(a) Regulation and control of the Finances of the Local Government
(b) Consideration and award of contracts subject to such upper limits as may be prescribed by the State Government from time to time and
(c) All directives or those of the Executive Cabinet Committee shall be channeled to Heads of Department through the Secretary to the Local Government.
5.3 The forum of Executive Committee meeting shall be used among other things to regulate expenditure and relate contract award to liquidity reflected through cash flow situation complied by the Treasurer who must be in attendance to advise on financial regulations. Contracts shall be awarded to competent contractors after all due process for procurement and a certified professional submission of the Local Government Engineer in all areas related to civil and engineering works have been carried out. The Secretary to the Local Government shall serve as the Secretary to the Executive Committee while Senior Staff in the Local Government Secretariat shall assist the Secretary to the Local Government. For the avoidance of doubt, all contract awards not supported by any Executive Committee Resolution must not be honoured for payment henceforth. It is the statutory duty of key officers to raise audit alarm in this regard.[/vc_column_text][/vc_tta_section][vc_tta_section title=”MONITORING AND IMPLEMENTATION COMMITTEE” tab_id=”1533706625644-3e0d7e36-ac34″][vc_column_text]6.1 There shall be a maximum of five Monitoring and implementation Committee each of which shall be chaired by the Vice-chairman or Supervisors of their respective departments. The Department are as follows:
(a) Education and Library Services
(b) Agric and Natural Resources Rural and Social Development (community Development)
(c) Medical, Health and Environmental Services; and
(d) Work and Housing
The Vice-Chairman of the Local Government shall be assigned to one of the Department listed below. Secretaries of all Departments.
Top Local Government functionaries must see themselves as part of the security apparatus of the state and therefore should be security conscious.[/vc_column_text][/vc_tta_section][vc_tta_section title=”OTHER COMMITTEES:” tab_id=”1533706661790-60db4869-c7ae”][vc_column_text]7.2 A Local Government reserves the right to establish any standing or ad-hoc Committee that it considers necessary within the law establishing Local Government in the State.
7.3 No Local Government shall establish a Board or Parastatal without prior written clearance of the State Governor through the Ministry of Local Government and Chieftaincy Affairs.[/vc_column_text][/vc_tta_section][vc_tta_section title=”THE LEGISLATIVE ARM OF LOCAL GOVERNMENT” tab_id=”1533706690656-2057d45f-3805″][vc_column_text]8.1 COMPOSITION OF THE LOCAL GOVERNMENT COUNCIL
8.2 The Local Government Council, which is the Legislative arm of the Local Government shall consists of the Leader, Deputy Leader, Majority and Minority Leaders, Council by the new law of 1999, it shall perform the following functions:
(a) Debating, approving or amending the annual budget of the Local Government, Subject to the Chairman’s veto which may be set aside by two thirds majority of the members of the Local Government Council
(b) Making bye-laws for the improvement of revenue generation, and matters related to the general development and growth of the Local Government.
(c) Advising, consulting and liaising with the Chairman of the Local Government; and
(d) Performing such other functions as may be assigned to it, from time to time, by the Law of the State.
8.3 The legislative powers vested in the Local Government Council shall be exercised by bye-laws duly passed by the Local Government Council. To become effective, such bye-laws must be assented to by the Chairman of the Local Government. The Chairman may withhold his assent in exercise of his power of veto.
8.4 The Local Government Council can over-ride the Local Government Chairman’s veto if the bye-laws is passed again by the Local Government Council by two-thirds majority of members of the Council in such cases, the bye-law shall become effective and the assent of the Chairman of Local Government shall not be required in respect of such as bye-law.[/vc_column_text][/vc_tta_section][vc_tta_section title=”ATTENDANCE AT COUNCIL MEETINGS” tab_id=”1533706727930-fcd3e707-86f6″][vc_column_text]9.1 The Local Government Council shall sit for not less than (90) days in a year.
9.2 No member of the Executive Arm shall attend the meetings of the Local Government Council except under the conditions stipulated in Section 48 of the Model Standing Orders of these guidelines. However, the Chairman of the Local Government and a Supervisor or a Local Government shall attend the meeting of the Local Government Council under the following conditions:
(a) The Chairman of a Local Government shall address annually a meeting of the Local Government Council for it to consider and approve.
(b) The Chairman of the Local Government, from time to time, either to deliver and address on the affairs of the Local Government Area or to make such statement on the policy of the Local Government as he may consider to be important to the Local Government Area; and
(c) A Supervisor of a Local Government shall attend the Local Government Council meeting if invited to explain to the Local Government Council the Conduct of the affairs for which he has responsibility when those affairs are under discussion.[/vc_column_text][/vc_tta_section][vc_tta_section title=”EXERCISE OF THE MONITORING FUNCTIONS OF THE LEGISLATIVE ARM OF THE LOCAL GOVERNMENT” tab_id=”1533706761292-56d73d2c-046f”][vc_column_text]10.1 To further the cause of public and accountability, ensure the performance ethos and guarantee that public resources are scrupulously applied for the intended purposes; annual budgetary estimates submitted by the Local Government shall be carefully examined by the Council, before it is approved to
(a) Ensure that each project contained therein is feasible and likely to facilitate the meaningful development of the Local Government Area.
(b) Ensure that adequate provisions have been made for the execution of each project such that it is not likely to be abandoned and
(c) Ensure that development projects are not unduly concentrated in any particular section of the Local Government Area.
Once approved by the Local Government Council, and has received the assent of the Chairman of the Local Government, the monitoring role of the assent of the Chairman of the Local Government, the monitoring role of the Local Government Council shall be restricted to the following:
(a) Carrying out on-the-spot inspections of the projects contained in the approved budget to ensure that the projects are being implemented as approved: this shall involve periodic inspection visits to each project by members of the relevant Committee of the Local Government Council.
(b) Comparing the situation on the ground with the contents of the quarterly reports rendered to the Local Government Council by the Chairman of the Local Government; and
(c) Summoning (by means of a motion) the Local Government Chairman or any other relevant official of the Executive Arm of the Local Government through the Chairman of the Council to explain any observed discrepancies.
10.2 For the avoidance of doubt, and to prevent avoidable delay, it shall not be necessary to subject each item in the approved budget to a second approval by the Legislative Arm of the Local Government, the implementation of the budget shall be entrusted to the Executive Arm of the Local Government.
10.3 All members of the different Arms of Government must note the need for mutual co-operation, rather than sterile confrontations, so as to engender peace, progress and orderly development for the entire Local Government Area and the State.[/vc_column_text][/vc_tta_section][vc_tta_section title=”MEETING OF THE COUNCIL” tab_id=”1533706777689-81ecb4fa-3b10″][vc_column_text]11.1 The Local Government Council shall meet as and when necessary but normally at least Eight (8) days in a month with the LEADER presiding. The quorum of a Local Government Council shall take the LEADER’S instructions on the agenda and the calling of the meetings. However, any member of Council may request for a meeting of the council at anytime subject to the approval of the Leader, it is appears to him or her that it urgently necessary to obtain Council decision on some important matters. Agenda and other relevant papers for a meeting shall normally be cleared with the Leader of Council and circulated by the Clerk to the Council members before a meeting. The conduct of business at Local Government Council meetings shall be as prescribed in the relevant Law or Guidelines as well as Standing Orders of the Council.
11.2 Minutes of all meetings of the Local Government Council and its Committee shall be forwarded to the Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs not later than seven (7) days after the meeting to which the minutes relate.
11.3 All documents of the Council and its property. All such documents shall be headed as below:

11.4 All copies of the documents of the Council shall be numbered. Records shall be kept by the Clerk to the Council stating which documents have been issued to each member of the Council. Members of the Council and other officials who are permitted to handle Council documents shall ensure that such documents are safely locked up when not in use. All Council documents shall be returned by a member of the Council on his/her ceasing to be a member of the Local Government Council.[/vc_column_text][/vc_tta_section][vc_tta_section title=”MEMORANDA OR BRIEFS FOR COUNCIL CONSIDERATION” tab_id=”1533706804497-0bf8071d-fdea”][vc_column_text]12.1 Any Memorandum of Brief meant for Council consideration shall be well drafted, clear and unambiguous. It shall explain at the outset what the problem is; indicate briefly the relevant consideration, and end up with a precise statement of the decision sought. To facilitate references in decision, paragraphs in the Memorandum or brief shall be numbered. It is most relevant that Council shall have before it all pertinent points and facts which its members will require in order to reach a decision.
12.2 All reports or documents meant for consideration of Council shall be covered with a memorandum. Such documents or reports shall form annexure of the memorandum.
12.3 All Heads of Department and Units could be invited to the Committee or Council meetings subject to the concurrence of the Chairman of Local Government to make clarification on professional, technical and financial matters before the Committee and Council.[/vc_column_text][/vc_tta_section][vc_tta_section title=”DECISIONS” tab_id=”1533706833292-dc34618c-a2fb”][vc_column_text]13.1 Decisions and resolutions of the Local Government Council shall be recorded by the Clerk in form of Minutes of the meetings of the Council which as far as possible shall be circulated within 72 hours of the meeting of the Council. Minutes of a meeting shall be presented at the subsequent meeting for adoption and signature of the Leader and the Clerk to the Local Government Council. It is also relevant to say that the Minutes should also be numbered serially.
13.2 It is the responsibility of the Clerk of the Local Government Council to convey Council decisions for prompt and faithful implementation.[/vc_column_text][/vc_tta_section][vc_tta_section title=”STANDING ORDERS:” tab_id=”1533706854998-8e62dbdb-2728″][vc_column_text]14.1 Subject to the provisions of the Local Government Administration Law 1999, a Local Government Council shall make Standing Orders for the regulation of its proceedings and business and law by a Local Government Council shall be sufficiently authenticated if the seal of the Council is affixed to it and it is signed by the Council Leader and Council Clerk. A Local Government shall send two copies of its Standing Orders and of any amendments there to the Ministry of Local Government and Chieftaincy Affairs.
15.0 One of the positive legacies of the various reforms of the Local Government system is the elevation of Local Government to the status of a third-tier Government. Power is dispersed among the three tiers of Government and enshrined in the Constitution of the Federal Republic of Nigeria, some measures of autonomy is enjoyed by each of the three tier of Governments, but not as to make any Government tier totally independent of other tiers.
15.1 In this regard, a high level of inter-governmental co-operation is the hallmark of the three-tier system of Government in Nigeria. Each Local Government shall ensure that favourable and congenial environment is created to enable the Local Government participate effectively in the physical, social and economic development of its area of jurisdiction. In this direction, the Local Government shall generate rapport and foster inter-governmental co-operation and partnership with the two tiers of government and their agencies, which are operating in its area of jurisdiction through the appropriate channels of communication.[/vc_column_text][/vc_tta_section][vc_tta_section title=”RELATIONSHIP BETWEEN THE LOCAL GOVERNMENT AND TRADITIONAL RULERS.” tab_id=”1533706918295-098b55a6-c1ed”][vc_column_text]16.1 The relationship shall be guided by the relevant Local Government Law of the State as relates to budget, minutes of Council meetings and Development plans.
16.2 The Local Government Chairman shall regularly address the meeting of the Chieftaincy Committee on the policies and conclusions of the Chieftaincy Committee shall be passed to the Local Government for consideration.
16.3 A traditional ruler travelling outside the State shall inform the Chairman of the Local Government.
16.4 A traditional ruler wishing to raise any issues with the State Government on matters relating to a particular Local Government Area shall do so through the Chairman of the Local Government and the Hourable Commissioner, Ministry of Local Government & Chieftaincy Affairs.
16.5 Regular monthly meeting of the Chieftaincy committee.[/vc_column_text][/vc_tta_section][vc_tta_section title=”COUNCIL MANAGER” tab_id=”1533706943854-00cd5ea4-d6d2″][vc_column_text]DUTIES
(i) In addition to being the Head of Adminitration and Coordinator of all the Department activities, the Council Manager shall perform the following functions:
(ii) Chief Administrative Officer
(iii) Policy execution as directed by the Chairman
(iv) Administrative Management of the Local Government and Supervisor of all Staff of the Local Government.
(v) Coordination of activities of all the Department of the Local Government as directed by the Chairman.
(vi) Monthly Bank Statement Reconciliation
(vii) Attending Cabinet Meetings
(viii) Keeps proper records of all Local Government properties and ensures prompt retrieval of such properties from members when they cease to be members of the Local Government.
(ix) Supervision of Human Resources Officer, Treasurer, Engineer, MOH and other related duties as may be assigned by the Chairman.[/vc_column_text][/vc_tta_section][vc_tta_section title=”DEPARTMENTS” tab_id=”1533707414008-89acb367-ff45″][vc_column_text]17.2.1 There shall be at the head of every department of a Local Government an Officer to be designated as the Head of Department. He shall:
(a) In matters of policy, be subject to the general political direction of a Chairman of Departmental Committee; and
(b) In matters relating to the Employees and the internal control of the Department shall be under the general direction of the Council Manager or Head of the Local Government.[/vc_column_text][/vc_tta_section][vc_tta_section title=”HUMAN RESOURCES OFFICER” tab_id=”1533707455118-386af7f2-9a58″][vc_column_text]DUTIES
(i) Head the Department of Personnel Management
(ii) Liaising with the Local Government Services Commission and other Government Agencies on matters affecting the career progression, discipline, promotion, transfer, welfare and other matters affecting the Local Government Services Commission in coordinating training activities of the Local Government Staff.
(iii) Liaising with the Local Government Service Commission in coordinating training activities of the Local Government Staff.
(iv) In charge of day to day running of the Department
(v) Implementation of establishment policy
(vi) Chairman, Junior Staff management Committee for Officers of GL 01-06
(vii) Liaise with the Council Manager of the Local Government in respect of training needs and activities in the Local Government for staff on GL 01-06
(viii) Labour Relations
(ix) Pension Matters
(x) Enforce the Rules and Regulations on Matters of Career progression, discipline, promotion, welfare affecting Local Government Staff on GL 01-06 in the Local Government.
(xi) Reporting to the Council Manager.
(xii) Performs such other duties as may be assigned by the Council Manager.[/vc_column_text][/vc_tta_section][vc_tta_section title=”HEAD OF PRIMARY HEALTH CARE DEPARTMENT” tab_id=”1533707484260-68241268-2bb3″][vc_column_text]DUTIES
(i) Heads the Department of Medical, Health and Environmental Services.
(ii) Coordinates all activities relating to Medical, Health and Environmental Services in the Local Government.
(iii) Supervises all areas involved in the provision of Medical, Health and Environmental Services at the Local Government.
(iv) Serves as the Chief Adviser to the Local Government on issues relating to Medical, Health and Environmental Services.
(v) Ensures that Medical, Health and Environmental activities as laid down in the plan are complied with by the Local Government.
(vi) Prepares and publishes monthly and annual Medical, Health and Environmental Statements of the Local Governmental Organizations on issues relating to Medical, Health and the Environment in the Local Government.
(viii) Reporting to the Council Manager.

(i) The Department of Works and Housing
(ii) Coordinates the activities of all units in the Department of the Local Government.
(iii) Serves as the Chief Advisor to the Local Government on policy initiation and execution of all building and construction projects in the Local Government.
(iv) Ensures that Works and Housing activities as laid down in the plan are complied with by the Local Government,
(v) Vetting of all Technical Documents that related to Local Government projects.
(vi) Prepares and publishes monthly and annual Works and Housing Statements of the Local Government.
(vii) Liaises with other Agencies and Non-Governmental Organizations on issues relating to Works and the Housing in the Local Government.

Serves as the Head and having the administrative control of the Finance and Supplies Department.
(i) Serves as the Chief Financial Advisor to the Local Government.
(ii) Ensuring that Accounting Systems as laid down in the Revised Financial Memoranda for Local Government are complied with by all the Departments of Local Government.
(iii) Having responsibility supervising the accounts for all Department of the Local Government.
(iv) Preparing and publishing monthly and annual Financial Statements of a Local Government.
(v) Revenue collection in the Local Government
(vi) Signatory to all Local Government cheques and other contractual documents.
(vii) Custodian of security documents of the Local Government
(viii) Performing such other related functions as laid down in the Financial Memoranda.

(i) Supervision of the Planning, Budget and Statistics Unit
(ii) Monitoring the Economic & Planning activities of all units in the Department of the Local Government.
(iii) Serves as the Chief Adviser to the Local Government on matters relating to Planning, Budget and Statistics in the Local Government.
(iv) Performs Planning, Monitoring and control duties
(v) Prepares Developmental Projects, Plans and Programmes.
(vi) Prepares and publishes monthly and annual Planning, Budget and Statistics Reports of the Local Government.
(vii) Liaises with other Agencies and Non-Governmental Organizations on issues relating to Planning, Research and Statistics in the Local Government.

(ii) Serves as the Chief Adviser to the Local Government on policy initiation and execution of all Agriculture, Natural Resources, Rural and Social Development activities in the Local Government.
(iii) Ensures that activities of Agriculture, Natural Resources, Rural and Social Development as laid down in the plan are complied with by the Local Government.
(iv) Preparation and publishing of monthly and annual reports on Agriculture, Natural Resources, Rural and Social Development activities of the Local Government.
(v) Liaise with other Agencies and Non-Governmental Organisations on issues relating to Agriculture, Natural Resources, Rural and Social Development in the Local Government.

(i) Supervision of the Department of Education and Library Services

(iii) Supervision of the activities of all units in the Department of the Local Government.
(iv) Serves as the Chief Advisor of the Local Government on policy initiation and execution of all issues bordering on Education and Library Services in the Local Government.
(v) Ensures that activities of Education and Library Services as laid down in the plan are complied with by the Local Government.
(vi) Prepares and publishes monthly and annual reports on Education and Library Services activities of the Local Government.
(vii) Liaises with other Agencies and Non-Governmental Organizations on issues relating to Education and Library Services in the Local Government.
